Sara ended up having a lot more backbone than I expected, but then so did Kurai, so it's hard to pick.

There seemed to be a lot of Michael and Raphael fans around the last time I looked. Oh! Or Katou. He gets a lot of storyline for someone so dull.

I don't know if people hate him, but I love Zaphkiel and he doesn't get a lot of mentions.

Nobody. Even Alexiel has her moments of vast sorrow over not being a normal woman, which I tend to privately edit out of the version in my head. Anyway, they're Kaori Yuki characters, so they're all nuts by definition.
