The technology isn't that difficult to figure out, given a certain value of "figuring out". Mostly it's just a matter of working out how to stay on IRC without getting the dreaded "timed out" messages, and what all those weird commands actually do.
The impression I get is that most scanlators and digisubbers assume that fans who want to download from them are as IRC- and tech-savvy as they are, especially given that IRC's been around for a very long time (it's also the safest way to distribute copyrighted material, because IRC is relatively underpoliced). So when they do write up tutorials, of course these tutorials are more confusing than helpful. >_>
